Mock dashboard data is disabled in production.

Production dashboard deployments must set NEXT_PUBLIC_FLARES_API_URL. Configure the Flares API, LIFE_SESSION_ORIGIN (shared Life session), and tenant-scoped dashboard data source before deploying this UI.
